Alternative t_start declared: If t_start is set to August 2024 (NIST final standards publication), L = 12 months. This is methodologically defensible but operationally misleading — it ignores eight years of institutional momentum. The January 2017 date reflects the moment PQC became a formal compliance trajectory, not merely an academic pursuit.

t_start alternative. January 2017 (NIST programme launch) is the selected t_start. An alternative of August 2024 (NIST final standards) produces L = 12 months. Both are methodologically defensible. The choice is declared. The 2017 date is preferred because it captures the full institutional trajectory, not just the public-facing output.

Query specificity. 'post-quantum cryptography' is a technical term. A broader query ('quantum security', 'quantum safe') would produce different results. The technical term was selected because it is the formal designation used in regulatory documents — the closest match to the institutional phenomenon being measured.

Wikipedia English-language bias. Non-English Wikipedia pages for PQC may show different baselines. The English-language page is used as the primary proxy — it is the most referenced in regulatory and standards documents globally.

An organisation can have fully migrated to quantum-safe algorithms with zero public search behavior if migration was handled at the infrastructure level.
