Sanctions evasion 2025 (Chainalysis)
Signal Summary. On November 28, 2018, the US Treasury's OFAC added cryptocurrency wallet addresses to its sanctions list for the first time in history — targeting two Iranian individuals facilitating Bitcoin ransomware payments. It was the institutional starting gun: the moment when state enforcement recognised crypto as a sanctions evasion vector. For the next 81 months, enforcement infrastructure grew steadily. Chainalysis, Elliptic, and TRM Labs published detailed tracking reports. OFAC expanded designations from individuals (2018) to entities (2021) to entire exchanges (2026). Iran's Central Bank purchased $507 million in USDT (Elliptic). Russia built a parallel financial system through A7A5 ($93 billion). By 2025, sanctioned entities moved $104 billion in crypto — 84% in stablecoins (FATF). Throughout this entire period, Google Trends showed zero public search interest for "stablecoin sanctions." The breakout arrived in August 2025 — triggered by the Twelve-Day War between Israel and Iran. All three monitored terms went from zero to above structural threshold in a single month. L = 81 months. Nearly seven years of institutional tracking, invisible to the world.
The Dual Velocity. This report documents one of the most extreme attention gaps in the Zorthex dataset. For 81 months — nearly seven years — blockchain analytics firms, intelligence agencies, and financial regulators tracked billions of dollars in stablecoin-mediated sanctions evasion. The public searched for none of it. The gap closed not through awareness but through war.

// Why This Report Matters
This report does not measure stablecoin adoption. It does not track crypto markets. It measures something more specific and, for certain audiences, more valuable: the gap between what institutional actors know and what the public sees.
For 81 months — from OFAC's first crypto sanctions designation in November 2018 to the public breakout in August 2025 — an entire parallel financial system grew in the shadow of geopolitical conflict. Blockchain analytics firms published detailed reports. Regulators issued warnings. Intelligence agencies tracked wallet clusters. None of it registered in public search behaviour.
The public discovered stablecoin-mediated sanctions evasion not through awareness, not through journalism, not through education — but through war. The Twelve-Day War between Israel and Iran (June 2025) made the infrastructure visible. The search breakout followed within weeks.
What Zorthex documents: The moment the gap closed. L = 81 months places this case among the longer lags in the dataset — comparable to Cybersecurity (L=145) in the security domain and CBDC (L=61) in the financial domain. What makes this case exceptional is not the duration alone but the magnitude of what was invisible: $104 billion in a single year, tracked by a handful of firms, unknown to the world. The Dual Velocity here is not between early adopters and mainstream — it is between intelligence infrastructure and democratic awareness.
// How to Read This Data
Zorthex measures attention diffusion — the time it takes for a phenomenon to travel from documented institutional emergence to sustained public awareness. The metric L (in months) quantifies this interval. It does not predict events. It documents regime patterns.
What the three terms tell you:
"Stablecoin sanctions" and "cryptocurrency sanctions evasion" are structural queries — they represent the public learning that stablecoins and sanctions are connected. Both reached 12 consecutive months above the Zorthex threshold (≥25/100), confirming that the awareness is not a spike but a sustained shift in how the public understands these instruments.
"USDT Iran" is an event-driven query — it spikes with war events (August 2025, March 2026) but does not sustain. It is classified OBSERVATION, not STRUCTURAL. The public searches for "USDT Iran" when bombs fall, not when reports are published.
What to expect: The structural terms ("stablecoin sanctions," "cryptocurrency sanctions evasion") are likely to remain above threshold as long as the geopolitical conflict continues and enforcement escalates. If a ceasefire holds and enforcement slows, monitor for decay below 25/100 — that would signal the public frame weakening even as the underlying infrastructure persists. The event-driven term ("USDT Iran") will continue to spike with military or enforcement events and recede between them. This divergence between structural and event-driven terms is itself a signal: the public has learned that stablecoins and sanctions are connected (structural), but still treats Iran-specific use as news rather than infrastructure (event-driven).
Why Zorthex sees this: Traditional financial intelligence tracks transactions. Media tracks events. Zorthex tracks the gap between them — the interval where the infrastructure exists but the public frame does not. The three-source methodology (Google Trends for search behaviour, Wikipedia for informational demand, Reddit for community discourse) creates a triangulated signal that no single source provides. When all three converge — as they did in August 2025 — the shift from invisible to visible is confirmed across multiple dimensions of public attention.

"stablecoin sanctions": Zero for 20+ years. First real signal Jul 2025 (6/100). Breakout Aug 2025 (37). Peak Oct 2025 (100). 12 consecutive months ≥25: Aug 2025 → Jul 2026. STRUCTURAL.
"cryptocurrency sanctions evasion": Zero for 20+ years. First signal Aug 2025 (36). Peak Apr 2026 (100) — triggered by $344M USDT freeze. 12 consecutive months ≥25: Aug 2025 → Jul 2026. STRUCTURAL.
"USDT Iran": Trace signals (1–4) from 2024. Breakout Aug 2025 (100). Second spike Mar 2026 (90). Volatile, event-driven. Max consecutive run ≥25: 5 months. OBSERVATION.
⚠ Anomaly declared: both "stablecoin sanctions" (2007) and "cryptocurrency sanctions evasion" (2009) show pre-2020 GT signals. These are noise from Google's retroactive normalisation — stablecoins did not exist in 2007 and "cryptocurrency" was not in common use until 2013. All analysis uses post-2020 data only.
◉ Wikipedia · Informational
Page: en.wikipedia.org/wiki/Cryptocurrency_and_crime
Period: August 2024 – August 2026 (730 days)
Overall average: 141 views/day — low baseline.
Spike: 3,084 views in a single day, February 2026 — 22× the daily average. Correlates with Operation Epic Fury (28 Feb 2026).
Pre-breakout (Aug–Sep 2024): 143/day. Post-breakout (Aug 2025–Jul 2026): 125/day.
⚠ Wikipedia does not capture this phenomenon strongly. No dedicated article exists for "stablecoin sanctions evasion." The generic "Cryptocurrency and crime" page is the closest proxy. The low baseline with extreme event-driven spikes is consistent with a topic that remains specialist — the public goes to Wikipedia only when war forces the topic into headlines. This is itself a Dual Velocity signal: even after the GT breakout, the informational demand remains shallow.
◉ Reddit · Community
Primary subreddits: r/cryptocurrency, r/geopolitics, r/CryptoCurrency, r/sanctions
Classification: Mature but polarised
Discourse type: geopolitical + financial + ideological
The community discussion is split between two frames: "crypto enables freedom from authoritarian banking systems" vs. "crypto enables sanctions evasion by hostile states." The AAF (American Action Forum) published a dedicated policy analysis in July 2026 documenting the tension. Chainalysis and TRM Labs reports are regularly discussed and debated. The discourse is no longer technical or niche — it is mainstream political discourse conducted through a financial lens.
Three-source convergence: partial. Google Trends confirms structural breakout on two of three terms. Wikipedia is weak (no dedicated article, low baseline, event-driven spikes only). Reddit is mature and polarised. Family classification: Dual Velocity B2B transitioning to convergence — the institutional signal arrived years before the public one, and the convergence was triggered by kinetic conflict, not by organic awareness.
// 03 · Regime Classification
Regime: Shock-Triggered Convergence
This is not a standard Policy-Trigger or Institutional Mass regime. The Dual Velocity gap closed because of war — not because of regulation, not because of market dynamics, not because of media coverage. The Twelve-Day War (June 2025) and subsequent Operation Epic Fury (February 2026) made the invisible visible.
This regime type is rare in the Zorthex dataset. Most phenomena transition from invisible to visible through policy triggers (EU AI Act) or institutional mass (SMR). Stablecoins as conflict infrastructure transitioned through kinetic force — the gap closed via military conflict rather than the policy, media, or market triggers seen in other Zorthex cases. This makes the regime classification distinct: Shock-Triggered Convergence, not the gradual convergence observed elsewhere in the dataset.
// 04 · Conditional Monitoring Framework
Ceasefire Effect
IF a durable ceasefire holds between Iran, Israel, and the US → monitor GT terms for decay below 25/100. If structural terms ("stablecoin sanctions") fall below threshold within 6 months of ceasefire, the public frame was war-dependent, not infrastructure-dependent. Whether underlying flows continue independent of public attention is outside what this framework measures — but the divergence between GT signal and institutional tracking would itself be a measurable Dual Velocity reversion.
Decentralisation Shift
IF Iranian entities migrate from centralised USDT (freezeable by Tether) to decentralised stablecoins such as DAI (not freezeable by a single issuer) → the enforcement model changes fundamentally. Monitor for new GT terms: "DAI sanctions," "decentralised stablecoin Iran."
Legislative Response
IF the US GENIUS Act or EU MiCA stablecoin provisions trigger new compliance requirements for stablecoin issuers → secondary attention spike likely. The regulatory response to conflict-use stablecoins may produce its own Dual Velocity pattern: policy actors moving faster than public understanding of the new rules.
Second Parallel System
IF another state-backed stablecoin emerges (beyond Russia's A7A5) → the phenomenon shifts from "sanctions evasion" to "alternative global financial architecture." Monitor for GT signals on state-issued stablecoins outside the dollar system.
// 05 · Declared Limitations
GT anomalies. Pre-2020 Google Trends signals on "stablecoin sanctions" and "cryptocurrency sanctions evasion" are noise from retroactive normalisation. Stablecoins did not exist as a category before ~2014. All conclusions drawn from post-2020 data only.
Wikipedia weakness. No dedicated Wikipedia article exists for stablecoin sanctions evasion. The proxy page ("Cryptocurrency and crime") has low baseline traffic (141/day). The Wikipedia signal is weak and event-driven, not structural. This limits the three-source convergence assessment.
t_start alternatives. The chosen t_start (Nov 2018, OFAC) marks the first formal enforcement action. Alternative: Ukraine crypto donations (Feb 2022, L=42 months) marks first state-level use in active conflict but is a different phenomenon (fundraising vs. evasion). FinCEN states Iran has used crypto "for at least seven years" (~2019), consistent with our t_start. Chainalysis comprehensive reporting begins ~2020 (L≈66 months). The Nov 2018 choice captures the institutional origin of the enforcement infrastructure.
Geopolitical sensitivity. This report documents attention patterns, not geopolitical responsibility. Figures on sanctions evasion are drawn from published research by Chainalysis, Elliptic, TRM Labs, OFAC, and FATF. Zorthex does not independently verify blockchain transactions. The report describes what was measured by these sources and when the public became aware of it — nothing more.
August 2026 excluded. Current month is partial and excluded from all calculations per Zorthex methodology.
